About the enterprise

Design and construction of amphibious air-cushion vehicles in Omsk began in the 70s of the last century at the “Transport Machine Building” plant.

Based on these developments upon the initiative of Omsk regional administration our dedicated research and production enterprise Trade industrial center «SibVPKneftegaz» ОJSC was created engaging experts from machine building, aviation and space industry.

From the date of establishment till the present time, our enterprise has been specializing in the design and manufacture of air cushion all-purpose vehicles “Arctic” intended for passenger and goods transportation by water and by land, across the swamps and tundra throughout the year in the Far North.

Unlike all known in Russia and abroad air-cushion boats and vessels, "Arctics" are both amphibious all-terrain vehicles and amphibious vessels; they are equipped with a system of longitudinal and transverse stability, brake systems, flexible skirt of special design, retractable driving wheels, special devices - buoyancy blocks providing unsinkability in any emergency and other devices ensuring safe operation on land and on water.

2. Patent №2345916 d.d. 21.05.2007 “Self-moving air-cushion amphibious platform”.

The enterprise Trade industrial center «SibVPKneftegaz» ОJSC has a certificate of recognition by Russian River Register №11411.

The production range of "Arctics" possesses a certificate of conformity with Technical Specifications 4522-001-59222999-2004 issued by the certification body “Souz” LLC "Certification Authority Lider".

   Vessels and all-terrain vehicles “Arctic” hold a certificate for a trademark №336136.

Since 2003 Trade industrial center «SibVPKneftegaz» ОJSC has been producing in quantity three models of cargo and passenger “Arctics’ with carrying capacity from 1 to 3 tons and is beginning production of the “Arctic-5D” with carrying capacity of 5 tons by order of the Republic of Kazakhstan.

    So far more than 60 amphibious vehicles have been produced which are working in all Northern and Eastern regions of Russia from the Komi Republic to Chukotka, Kamchatka and Khabarovsk Territory.

 One of the models of “Arctic-2D” of army design has passed trial operation and has been adopted by the border troops of the Federal Security Service in Trans-Baikal region.

As of tody Trade industrial center «SibVPKneftegaz» ОJSC is a successful, stable medium-sized enterprise (minifactory) manufacturing high-tech, scientific production having no analogues neither Russia nor abroad.

Engineering personnel of the enterprise is staffed by experts with vast experience in the development of  aircraft engineering, spacecraft, tracked military vehicles and vessels.

The level of the development and production is very high somewhere between the modern aircraft construction and modern transport machine building.

The enterprise employs qualified production personnel with extensive experience in the construction and operation of “Arctic” models.

Geographically, the production facilities of Trade industrial center «SibVPKneftegaz» ОJSC are located on the premises of the plant “Omsktransmash”, one of the largest plants in Siberia.

A lot of parts and assembly units of cargo and passenger “Arctics” are manufactured in cooperation with this plant.

Heavy-duty platforms and ferries will be made in partnership with this plant.

The unique capabilities of “Arctic” attract great interest in foreign countries as well.

    Currently, negotiations are being conducted with Kazakhstan, Belarus, China, India, Canada and documents are being drawn up for the supply of civil and military-oriented all-terrain vehicles and vessels.

Only in 2014 the Government of India twice applied directly to Trade industrial center «SibVPKneftegaz» ОJSC with an offer to deliver our amphibious all-terrain vehicles and vessels to the Indian military establishments.

  “Arctic” in the civil version has been passing trial operation in China since October, 2014.    On the basis of development, production and operation of cargo and passenger “Arctics” some projects for high-speed amphibious platforms and air-cushion ferries of “Arctic” model with carrying capacity from 25 to 200 tons have been developed.

   They are designed for transportation of heavy indivisible loads, wheeled and tracked vehicles (including military ones), oil and gas equipment, construction equipment and materials in off-road conditions of the Far North across the rivers, lakes, swamps, tundra and the shore front of the Arctic and Eastern seas throughout the year.

Requests for such high-speed platform-ferries constantly come from oil and gas, construction, mining and transport companies in Russia, Kazakhstan, India, Canada.

At present Trade industrial center «SibVPKneftegaz» ОJSC on its own initiative is considering options for use of these vehicles to increase mobility and efficiency of military units stationed in the remote regions of the Arctic zone of Russia.

As a result of these developments:

- one of the model types of “Arctic” is included in the program “Development of the Land Forces armament systems”.

Principal responsible party OJSC Scientific and Production Corporation “Uralvagonzavod”.

- all model types of “Arctic” with carrying capacity up to 5 tons are included in the draft program “Equipment development of rescue units of Ministry of Emergency situations of Russia”.

Principal responsible party OJSC “Kamaz”.

- Trade industrial center «SibVPKneftegaz» ОJSC occupies a leading position in the transportaion map of formation of an integrated program “ Innovative transport for the remote regions of the Far North, Siberia and Far East”

Principal responsible party Autonomous Nonprofit Organization “State Center for System Research”.

The promising use of these all-purpose vehicles, especially load-carrying platforms and ferries, is organizing the year-round crossings across major Siberian and Eastern rivers, reservoirs, bays and lagoons as well as the organization of the year-round transportation across the rivers, swamps and tundra in the shore front of our Northern and Eastern seas. “Arctics” does not require any ports, berths, bridges, roads, there is no need in navigable conditions and the navigability of reservoirs is of no importance for them.

PRODUKTION

For their intended purpose the all-terrain vessels “Arctic” are universal transport facilities combining, able to carry out transportation across the rivers, lakes, sea outfalls, swamps and by land all year round.

In order to achieve the possibility of operation in such conditions, “Arctics” are equipped with:

1.         Elastic titanium brake flaps with guide blades, which prevent skidding on the sharp turns and side-hills, provide effective braking on a flat surface and on the slopes and enable safe sailing down the twisty rivers and and movement across stiff terrain.

2.         The system of longitudinal and transverse stability due to which the vehicles retain stable motion on high waves and safely move across ice-reefs and rough land.

3.         For steep climbs and descents, “Arctics” are fitted with retractable wheel landing gear (aircraft type) with a hydraulic drive on each wheel.

4.         The design of the flexible skirts of “Arctics” does not have inflatable parts, receivers, skegs, longitudinal and transverse stability balloons. It is made of rubber-fabric panels of variable thickness, reinforced with titanium springs and plates and remains flexible to -50 ° C, which allows operation on water, snow, ice pack, swamps and tundra in the Far North.

5.         Safety and unsinkability of “Arctics” is achieved by filling of all the buoyancy compartments of the body and buoyancy blocks with not getting wet material and through the installation of the shock-absorbing safety belt along the outline.    

The coefficient of buoyancy is not less than 200 %.

6.         Reserve capacity of power units and construction of the transmission provide make possible to continue movement in case of failure of one engine, one air cushion blower or one air propeller.

7.         Transmission does not have belt drives. It consists of a bevel gear reducers with circular tooth, reduced-weight hollow shafts and elastic rubber-metal couplings.

8.         To expand the operational capabilities, according to the Customer’s choice, “Arctics” are  equipped with roller route tracker to clear the route out of bushes and ice hummocks when laying winter roads and crossings.

9.         Built-in hydraulic rams allow the crew to inspect and repair the flexible seal and brake units located under the bottom of the vessel in the field environment.

10.     Reliable heat insulation of the drivers and passenger compartments, main heating from the engines and autonomous heating make it possible for the crew and passengers to stay for a long time in emergency situations at low temperatures.

11.     Board decks are adapted for fastening of oversize and long loads as well as for the additional fuel tanks which increase the run of up to 1,500 km.

12.     All elements “Arctics” are made of high-strength aluminum and titanium alloys, stainless steel, plastic and cold-resistant rubber-coated capron fabric, which enables continuous operation in high humidity and low temperatures.

Currently, OJSC “Commercial and industrial center “SibVPKneftegaz”  manufactures commercially amphibious craft “Arctic-1D” and amphibious vessels “Arctic-2D” and “Arctic -3D”, launches the production of the amphibious vessel “Arctic -5D”.

 “Arctic-2D” and “Arctic -3D”are available in the passenger and cargo versions.

All modifications of “Arctics” are based on the documentation agreed with the Russian River Register or State Inspection of Small Vessels and according to the specifications agreed with the Customer.  

Arrangement of the passenger compartment, its decoration, accessories and design are carried out according to the drawings, agreed with the Customer.

According to the climatic service conditions “Arctics” comply wih the requirements of  climatic category as per GOST standard 15150-69 with restrictions for ambient temperatures from +40 to -50 ° C.

At that the vessel retains steering capabilities and maneuverability at wind speed of up to 20 m/sec.

1.1     Receiver-indicator GLONASS /GPS “Vega VG-16”.

1.2     Transponder Automated Information System “Triton-92L”.

1.3     VHF communicator “Navcom CPC-300”, VHF communicator  “Granit 2R-44”,

MF/HF communicator “VERTEX-1700”. All communicators are of the “river” range.

1.4     Motor generator with a capacity of not less than 2.0 kW;

1.5     Electric winch;

1.6     Audio system;

1.7     Lifejackets equal to the number of passengers and the crew;

1.8     Inflatable rubber boat.

1.9     Supply is performed in accordance with the project approved by the Russian River Register.

2.         Spare tools and accessories kit by agreement with the Customer.

3.         Repair kit for flexible skirt.

4.         Technological supports for assembly and maintenance.   

5.         Set of soft straps.

6.         Operation and maintenance manual.

7.         Technical passport with a warranty of the manufacturer.

8.          Set of documents for registration in Russian River Register.

Delivery, assembling and commissioning.

Delivery of vessels to the place of operation is performed by OJSC “Commercial and industrial center “SibVPKneftegaz”  by road, rail and sea transport or on their own.

Delivery, assembling and commissioning are not included  in the manufacturing cost and due to be paid additionally.

When delivering the vessel by road and rail, our firm provides patronage assembly, commissioning and after-sales support on  the Customer’s territory.

Crew training.

OJSC “Commercial and industrial center “SibVPKneftegaz” provides crew teaching the vessel construction, driving skills and maintenance on the final stage of their production at the plant and at the beginning of operation by the Customer. These costs are included in the cost of manufacturing.

Warranty liabilities.

The manufacturer OJSC “Commercial and industrial center “SibVPKneftegaz” guarantees the quality and normal operational capabilities of “Arctic” for 12 months of operation since its shipment to the Customer, provided that the operating time of each engine from the beginning of operation is not more than 1000 hours. The service life for body and units is at least 20 years, for flexible skirt is at least 5 years.

After the warranty period, the manufacturer guarantees maintenance service and repair on a contractual basis throughout the whole operating life.

Design description

All models of all-terrain vehicle «Arctic» are max unified. They consist of a central supporting housing 2 trailed sides - buoyancy blocks attached to the side walls of the housing; lifting and propulsion system consisting of a diesel engine, manual transmission, aluminum centrifugal air blowers and metal propellers.

To improve security in the bow of the hull and sides installed energy-protective buffers, and the outer edge of sides fringes the protective wooden beam.

Along the perimeter of the hull and buoyancy blocks set flexible protection air cushion consisting of cold-resistant rubberized panels of variable thickness, reinforced with a titanium frame.

In front of the hull control cabin (pilot house) and the passenger cabin or cargo compartment are located, depending on the modification.

Entrance to the control cabin and the cabin is through airtight door set in the side walls of the cabin.

Control cabin and Passenger cabin are equipped with soft adjustable seats with seat belts, ventilation and air conditioning, lighting, music sound system, rescue and fire-fighting appliances.

Engine compartment with centrifugal blower and a bevel gear to transmit rotation from the engine to the propellers located in the rear of the case.

At the stern hull pylons on aluminum and aluminum nozzles mounted reversible four-blade variable-pitch propeller with aluminum blades.

At the stern of the hull on aluminum pylons and in aluminum cap mounted reversible installed four-blade variable-pitch propeller with aluminum blades.

Behind each propeller there are three balanced air steering with a separate (standalone) drive control for security.

In the buoyancy units sealed luggage compartments and fuel tanks sealed airtight caps are located.

Deck boards adapted for the installation of additional fuel tanks, and containers for transport overall and long loads.

Titanium brake pads with guide blades and pneumatic cylinders that control the operation of the flaps are installed in the lower part of the body under the floor in a special niche.

At the bottom of the hull and buoyancy units installed support beams, protective underbody paneling from damage during landing ship on the rocky ground, hummocks and other solid land irregularities.

All the designs are "Arctic" elements are made of high strength marine alloy aluminum, stainless steel, titanium, plastic, rubber and cold-resistant materials, which ensures reliable operation in high humidity and low temperatures.

- In the cargo-performance the ship instead of the cabin is equipped with a cargo compartment in the roof which made the hatch size 2,2 × 4,5 m indoor sliding insulated tent. The cargo area has a ventilation, heating and insulation similar to the passenger compartment.

- The performance of the tourist cabin is equipped with soft sofa beds, convertible into beds.

- By VIP layout, equipment and accessories is performed according to the drawings agreed with the customer.

- In both versions equipped with the cabin ventilation system of primary and backup heating, has double glazing and a safe insulation, the appropriate operating conditions of the Far North.

  1. Deck boards trailer equipped with cradles and brackets for installation of additional tanks for transportation of dimensional and long loads weighing up to 3 000 kg.

- The performance of the tourist cabin is equipped with soft sofa beds, convertible into beds.
